Doesn't soil need to be tested first to make sure that its has no weird toxic stuff in it?
Does this make too much sense?
Maybe, the state gov. dredges up the sludge, sells it cheaply to developers, the developers get cheap fill for their projects, then, 30 years from now, when people are getting weird lesions, the federal gov. steps in and spends millions to "clean it up"?
