The Assembly on Monday approved a bait and switch cost-slashing $32.8 billion budget. This budget cuts municipal aid to small towns and communities and eliminates property tax rebates at the same time.
The Assembly is now haggling over whether to borrow $3.9 billion for school construction and to cut taxpayer-paid benefits for government workers and teachers.
