State to Distribute $22.2 Million in 2008 Federal Homeland Security Funding

HAMILTON — New Jersey will distribute $22,224,000 in federal homeland security funds to its 21 counties according to a formula based on risk, Governor Jon S. Corzine and Office of Homeland Security and Preparedness (OHSP) Director Richard L. Cañas announced today. This amount represents an increase of $2,896,000, or 15 percent, over funds made available to the counties in 2007.

“County and local law enforcement and emergency response personnel serve on the front lines working to prevent, respond and recover from any disaster, including a potential terrorist attack, ensuring they have the resources they need is a top priority for my administration,” Governor Corzine said. “New Jersey continues to do a good job of documenting our greatest risks and will continue to distribute these federal funds accordingly across the state.”

“Congress deserves credit for opposing the President’s proposals to cut funding for homeland security programs nationwide. I thank New Jersey’s Congressional delegation for their strong leadership on this issue. Because of their efforts, New Jersey will have more resources to protect our families and our communities,” Corzine said.
“Our distribution formula follows the Governor’s mandate to allocate these funds where they will do the most good based solely on risk,” Cañas said. “The additional dollars, going directly to each of our 21 counties will result in additional equipment, programs and training for firstresponders to better protect our people and our critical facilities.”
Cañas said that the distribution formula is based on a combination of asset-based risk,
geographic-based risk, and population density. For the second year running, the population density calculations were adjusted to reflect the fact that although some of the state’s counties have lower levels of overall population, they still contain population centers of considerable density. Additionally, summer seasonal population variances and work force commuter flow were also addressed in this year's population density calculations. The funding formula also takes into account a risk assessment of the more than 200 critical facilities and sites identified by state and federal authorities as the most significant potential terrorist targets in New Jersey.

These sites are among 16 of New Jersey’s key infrastructure sectors, including: Transportation, Banking and Finance, Chemical and Hazardous Materials, Commercial Assets, Telecommunications, Public Health, Postal/Shipping, Energy, Agriculture and Food, Water, Industrial/Defense Industrial Bases and Government Buildings.
