I did not know the colors of the cars at the time but all the cars parked there had little handicap signs in the windows that looked official. They then floated the idea of buying the site for a library in advance of a meeting. There was immediate backlash from some of the community, which was quite split on the issue. The bank was asking $1.4M at the time and had rebuffed inquiries from the township to donate the space or significantly discount it. By the time of the public TC meeting, where there were 30-something people in the audience some having been encouraged by the TC members and the library board to show up in support, they had backed off the suggestion of buying it right away and backed off saying it would definitely be for a library, since much of the community criticism was that we didn’t need a new stand-alone library. Instead, the 3 TC members, particularly Mayor Stout, emphasized that they had no committed purpose but that it had numerous possibilities including a senior center, community center, preservation of public parking and possibly a library. They now proposed that they instead commission a “study” for this rare “opportunity” to acquire a viable space on Main Street. Those objecting raised a couple logical concerns. First, that if they were no longer buying it for a library or any specific purpose, what would the study actually study? How could they do due diligence without a specific purpose in mind? Second, Mayor Stout, who kept saying it was only a study they were proposing and not a purchase yet, was repeatedly asked then to commit on the record then that they would allow further opportunity for public comment before proceeding to a purchase. He consistently refused to do so, causing some to believe that the “study” was just a tactic to forestall public opposition which would then be used to justify immediate action without further public input. Others suggested a referendum to voters which Stave said there was not time for, which is ironic because the site continued to be available for many months after that and they had time to bring the possible purchase issue up again twice in subsequent months. In the end since the purchase would require a “super majority” of 4 out of 5 TC members in favor since it would require a new bond, they put it to an informal vote of the TC and neither of the two members who were excluded from the tour said they would support it. If most people thought it was a problem they would have supported the former Township Committee when it proposed buying the PNC site to preserve control of its parking. But it faced widespread opposition and the Committee repeatedly dropped it rather than put it to referendum knowing it would lose. But if you’re convinced otherwise, go for it. Make a specific proposal for how to solve this problem, ask the Committee to have it priced out then put it to a Township vote. Unofficially the TC originally pursued the PNC site as a possible solution for the stand alone library. But even by the first TC public meeting to discuss it there had already been so much negative backlash that the TC majority in favor of pursuing the site instead said they did not have a single defined purpose for it but rather that it was a unique opportunity with several advantages which included a community center, preservation of the public parking there and, possibly but not definitely, a library. The Police don't enforce the parking rules now, what makes anyone think that is likely to change?
