Every year Money intentionally changes the criteria of their list so you can never compare year-over-year and it always represents a fairly narrow segment of municipalities. This year the criteria is towns/cities with at least 50,000 people and not more than 250,000. It is interesting that a bunch of the larger towns around us made the list.
