That's typically how these commercial strips work, not build-to-suit. It's possible for the developer can go back and request approval of changes later when they have a specific tenant but I wouldn't assume them pouring foundations means they have their tenants. I'm pretty sure there are performance bonds and other financial incentives that will require them to complete the commercial space whether they have tenants or not. Normally commercial buildings can go up much faster than housing so I wouldn't be surprised by a summer projection. You can go into town hall and see what each space has available. The interior is simply building permits. If the landlord announces a tenant and they pull out then it looks bad— why did they pull out, what happened, etc.... If the business announces in a big way then they lose the energy and excitement while people wait 6 months or more.
