Sorry, I don't know an expert, but someone in the Middlesex county Public Health Services Department may be able to help: http://www.co.middlesex.nj.us/publichealth/services-environmental.asp BTW, if the house is located in Shadow Oaks (Washington Dr./Jefferson Rd. area), then public water line is available there.
