Even with a dog park plenty of people will still walk their dogs. In fact, people are supposed to pick up after their dogs in dog parks too. We have issues with this too. The problem is that I am not home during most days or the culprit(s) strike at night. So i don't know who is letting it happen. I rode my bike around over the weekend and saw a number of piles of evidence that at least one person regularly does not see the need to show any amount of respect for their neighbor's property or the cleanliness of the neighborhood. I'm sure there is something on the books that provides for a fine to offenders. It could be more then one person. I walk my dogs though town all the time and carry bags in my pocket, so someone would not know that I am carrying a bag. I have heard a few stories already about people calling the police. We all live in a small town, and if something like this bothers you, and you see it happening walk up to the person and say something. Personally I always clean up after my dogs.
