The reason they are rotting is because they were the incorrect material . They were oak timbers and were not treated in any way with preservative. They were painted when wet and thus rotted away. Any replacements should be pressure treated.
As far as anyone noticing--well you need to remember "If it isn't on Main Steet in the Village" the powers that be could care less------------
