Ah, but that's part of the plan too. Because the larger townships will then have to solve the problem by re-zoning and approving massave tracts of new space for marketrate housing from private developers as part of the Builder's Remedy.

Regarding the poor turn out, this meeting was not really an important event for the public to witness, or participate in. The only item on the agenda was to resolve to join the Clinton Twp challenge. I think everyone knew in advance what the decision would be. There wasn't really anything to debate.
However, though I recognize that some discretion is imperative, I do echo Jeff's concerns about closed door sub-committee meetings that effectively set the course of policy action based on the participation of predominantly un-elected officials. While the participants may have nothing but honorable intentions, this practice can feed the perception of a pre-determined outcome prior to public comment.

The majority of our TC doesn't want to listen to anyone but themselves and their friends. The only reason they hve to response to the speakers is because they are being put on the spot in front of everyone. If they could they would ignore the speakers just like the writers...

I would prefer to be able to voice my opinion by email or other electronic means. I care these issues, but I may not be able to make it.
Or I can sign my name, address, phone, and email from my computer and the "leaders" who plan to attend and are good at public speaking can carry the signed paper to represent me at the meeting.

many were still on holiday, but I did see some folks walking the streets on my way to the meeting. Not sure if they read this forum but lots showed up at the prior COAH meeting so I think it was just about the holiday for most.

It was noted several times last night that a larger town meeting will be schedule for July 28th to discuss COAH / Affordable Housing.

Overall, I thought the meeting and result was very positive. Apparently, instead of a suit this is a challenge. The difference being a challenge to the rules allows Cranbury to opt into several challenges, clinton, league of municipalities, etc... So overall it was a good decision.
In terms of the negatives.
1) I was deeply concerned by the lack of turn out. It seemed incredible to me that we had more people show up about the PNC purchase then we did about COAH. The PNC purchase is minor item when compared to COAH. I wonder if people really understand the impact or if they just don't worry believing things will take care of themselves.
2) I did not agree with the closed door session prior to the public comment. I strongly dislike closed door sessions, but can understand the need in certain circumstances (employee negotiations, lawsuits against the town, etc....) To me those are sessions that confidentiality is key. I would prefer public comment first to allow for an expression of opinion before entering into a closed door session. Then in a case like this we should as residents have a right to sit there during the discussion.
3) I also found it to be a concern that there was a COAH sub-committee allowed to participate in the discussion and that these individuals were non-elected individuals. If the committee is comprised of TC and school board members then I am fine as it is our elected representatives making the decisions behind closed doors. Otherwise, the meeting should remain open. The COAH sub-committee can be appointed as the only ones who can speak at that time, and I am fine with that, but to not allow the public to sit in and offer comment only after a decision is in my opinion improper.
Thankfully, the decision that was reached was in 100% agreement from what I could see.

The litigation which was initiated last night is to fight the COAH third round rules.
We still have the A-500 / S-1783 bill which Governor Corzine has yet to sign. This is the legislation which does away with RCA’s.

By my calculations, building more than 100 units will inevitably result in building a High School. If we have to build a high school, we'll probably choose builder's remedy over bankruptcy or consolidation. Therefore, by my estimation, "winning" means building less than 100 units in the third round.
