They certainly could direct the police force to focus on speeding and other issues before ticketing citizens doing the right thing. This is a known practice by the police. I always tell my out of town friends not to make a right turn there on RED passing the solid white line. My brother in law once got a ticket for making a right turn on RED from Half Acre Rd. to RT-130 South passing a car waiting to go straight. This happened before they added a left hand turn lane there. He called me to complain about it.
