Read the studies. When I said that the majority drives for the conditions, I meant *all* conditions (except atypical hazards which are not present on the majority of other roads). Roadside conditions are included in this equation. Most drivers will not drive this fast when there are a lot of houses directly on the road. Most (or at least a good portion) also do slow down some for pedestrians or cyclists or whatever, though I could say that they should probably slow down more (I tend to slow down as much as 20 mph when I see one, depending on the road). That being said, I agree with you that traffic calming and changing the road is the proper way to reduce speeds (though 45 would be the least I could support even in that event, as 35 roads are usually pretty small and much more residential). This is why if you get a road with a speed limit of 50 like Cranbury Neck, most people are going 45-50, but if you have the same speed limit of 50 way out in the pine barrens with no development, most people are going 60+. Anyway, I will say that the problem is not really with speed (especially with high sight distances where pedestrians can be seen from far away), its more with inattention. There is a percentage of drivers like this that will unfortunately always exist as we hand out licenses like candy and don't take our traffic system seriously.
