2008 BUDGET INTRODUCTION
Mayor Stout thanked everyone and the public who had attended the Budget Meetings and worked hard to get the Budget assembled for introduction and stated that on March 24, 2008 the Public Hearing will be held on the proposed 2008 Budget and will welcome again input from the public.
Mayor Stout reported after more than twelve hours of open public meetings, the Township Committee proposes a municipal budget of approximately 12.4 million dollars. This is a 1.35% increase over the 12.2 million dollar budget in 2007, for approximately a $166,000 increase. One cent in the property tax raises approximately $185,000 in tax revenue. Mayor Stout stated this year the Township will need a three-cent increase in taxes to achieve the Budget. The cause of the difference is due to statutory mandated increases such as Public Library Funding ($65,000) and there had been a decrease in revenue anticipated of approximately $500,000 from the previous year (sources other than taxes). Mayor Stout also stated, exercising sound fiscal management the Township wants to keep up the same level as in the past of paying down debt and will be paying down approximately several million dollars in 2008. Overall the Township’s tax rate will increase from .35/$100 of assessed value to .38/$100 of assessed value. The increase is approximately a $202.00 increase to someone who has an assessment of $673,000 on their home. Mayor Stout reported the Chief Financial Officer, Ms. Marabello will report further at the Public Hearing on March 24, 2008.

a. Report from Police Chief Jay Hansen on Police Department
Chief Jay Hansen updated the Township Committee on the Police Department’s activities for the month of January, 2008. Chief Hansen reported the Department’s overtime had been less than it was in January, 2007, but higher than usual due to school, training and shift coverage. Chief Hansen gave the following statistics for the Department: There were a total of 265 summonses issued during the month of January, 2008: 165 – Village Area, 54 speeding and 111 for other; 81 – Route 130, 3 speeding and 78 for other, East of Route 130 – 19, 1 speeding and 18 for other. There had been ten (1) revoked driving summonses issued, three (3) for reckless driving, two (2) D.W.I., seven (7) unlicensed drivers and one (1) unregistered vehicle. The radar had been deployed on 111 occasions: Cranbury Neck Road-10, Dey Road-9, Halsey Reed Road-9, Maplewood-6, North Main-13, Old Trenton-9, Plainsboro Road-27, Route 130-3, South Main-8, South River Road-1, Station Road-7 and Undisclosed-17. The radar speed sign had not been deployed as normal--on 12 occasions: Cranbury Neck Road-1, Maplewood-2, Old Cranbury Road-2, South Main Street-5 and Station Road-2. The decoy car had been deployed on eight occasions: Cranbury Neck Road-1, Dey Road-2, Plainsboro Road-1, Route 130-1, South Main Street-2 and South River Road-1. The bike patrol had not been out during the month of January. Mayor Stout indicated he had been surprised by the large number of offenses for unlicensed and revoked drivers. Chief Hansen responded it is becoming more and more of a problem. Mayor Stout asked if the number of summonses issued had increased from January 2007. Chief Hansen indicated it had by a factor of 2.3. Mayor Stout asked what the highest speeding offenses had been on some of the Township’s roads and streets. Chief Hansen reported: 52 m.p.h. on North Main Street (25 m.p.h.) , 54 m.p.h. on Cranbury Neck Road (25 m.p.h.), Plainsboro Road – 69 m.p.h. (in a 45 m.p.h. residential zone). Chief Hansen stated the majority of credit goes to the newly-formed Traffic Bureau and he hoped to have the numbers the same next month, if not higher. Mr. Panconi asked the procedure when a driver is stopped for being unlicensed, etc. Chief Hansen reported the cars are taken to Cranbury Service Center or George’s Garage and a member of his/her family with a driver’s license may pick up the vehicle the next day. Mr. Panconi also asked about the trucks parking across from the BP Gas Station in the triangle overnight and asked if anything could be done about it. Ms. Stave indicated the property is owned privately and Chief Hansen indicated nothing could be done unless the Township passes an ordinance prohibiting overnight parking.

Mayor’s Notes
Mayor Stout reported the Library Board of Trustees had sent a letter, indicating they had changed its by-laws in January to allow nine (9) members on the Board and that Andre Mento be appointed. Mayor Stout made the appointment. Mr. Mento’s term will expire on 12/31/2012.
Mayor Stout also reported the Township had received a letter from the Middlesex County Transportation Coordinating Committee asking for two (2) Cranbury Township representatives. Mayor Stout re-appointed Ms. Marcelli, Township Engineer and Ms. Stave. Mayor Stout urged everyone to look at the proposed 2008 Budget, stating a lot of hard work had gone into its preparation. Mayor Stout stated in particular, there are cap levies and other constraints on the Budget this year. In addition, Mayor Stout stated it was his feeling, the decrease in miscellaneous revenue is something new, however, the Township would most likely be seeing the same in the future. Mr. Wittman asked if the Budget was going to be posted on the Township’s web site. Ms. Cunningham, Clerk, stated the Budget Summary will be posted on the web site on Tuesday morning and will be available to the public Thursday afternoon. Ms. Smeltzer explained the Budget has to be filed in Trenton first before the public may have it. Ms. Cunningham stated, because of that requirement (the State get the Budget first) the Budget will now be available on Friday from her office.
