It is a faulty process. There is a reason that certain publlic services don't( or shouldn't )go out to bid to private for profit companies. ie police departments and fire departments. This process in general is good at preventing fraud, but does it provide the best service? Obviously not. All bus company's bid on more routes than they can handle. If they are lucky enough (and we are unlucky enough) to win a majority of their bids, then they scramble to get enough equipment and drivers to fulfill their contracts. Don't blame the player, blame the game. All of the problems with this company have occurred before with the other major companies in this area. Half the bus drivers did not even speak English as I recall.
