SPECIAL TOWNSHIP COMMITTEE MEETING
SEPTEMBER 18, 2008

The Special Township Committee Meeting of the Township of Cranbury was held at 7:00 p.m. in the Town Hall Meeting Room. Answering present to the roll call were: Township Committee members: Thomas F. Panconi, Jr., Richard Stannard, Pari Stave and Mayor David J. Stout. Mr. Wittman was absent. Also present was: Kevin Van Hise, Esquire, Attorney, Cathleen Marcelli, Engineer, Richard Preiss, Township Planner, Steven Benner, Tax Assessor, Mary Beth Lonergan, COAH Consultant, Christine Smeltzer, Administrator and Kathleen R. Cunningham, Clerk. Mayor Stout led in the salute to the flag and Ms. Cunningham gave the following Open Public Meetings Act statement:
...
The Mayor opened the meeting to public questions and comments on those items not on the agenda. There being no members of the public present, the Mayor closed the public part of the meeting.
Mayor Stout reported he had just returned from going out to the ball field with several members of the Recreation Commission. It is their preference that the Township not move ahead with the fence at this point; no one is in a rush. Mayor Stout stated until everyone can sit down and work out the problem (as everyone is of a different opinion); he sees no reason to move forward with the project. The Rec Board would like a copy of the specifications; they want to look at them.

Ms. Stave requested consideration be given to her being the Liaison to the Rec Commission. Mayor Stout recommended this be discussed at the Township Committee meeting on Monday, September 22, 2008.

Ms. Marcelli offered the bid specifications are on file with the Clerk.

Resolution

On motion offered by Ms. Stave, seconded by Mr. Stannard, the following resolution was adopted by vote:
...
RESOLUTION TO CLOSE MEETING TO THE PUBLIC
...
On motion by Ms. Stave, seconded by Mr. Panconi and unanimously carried, the meeting returned to Open Session.

Mr. Stannard asked Mr. Van Hise, Township Attorney, he has been told that the Library plans on diminishing the hours that the public will be allowed to use the Library so that the children will not be in any danger and if the Library is allowed to do so without any discussion with the Township Committee. Mr. Stannard added he feels it needs to be discussed before the Library unilaterally decides to shut down for three (3) hours in the middle of the day. Mr. Van Hise responded the Library has its own Board of Directors and will research the question and get back to him.

On motion by Ms. Stave, seconded by Mr. Stannard and unanimously carried, the meeting adjourned at 8:57 p.m.
